President & Chief Executive Officer

Kirk Mooring brings over 30 years of IT and management consulting, resolving networking, workstations, and security technology experience. His background consist with managing federal government contracts, cyber information and security, upgrade of Heath Management Systems, migrations, network systems designs, industry compliance and security standards.

Kirk holds a Master of Science in Information Security and Assurance from Western Governors University, Salt Lake City, UT and an Accounting (Minor: Computer Science) bachelor's degree from Old Dominion University

Deb Smith

Chief Operating Officer

Deb Smith brings over 25 years of government and commercial contracting and management experience. Since joining BWNS in 2019, she has been a key player in BWNS's growth through her leadership, management, and technical experience in federal acquisition, contracts management and IT expertise. Prior to BWNS, Deb worked in Fortune 500 companies as a Contracts and Subcontracts Manager where she managed over $200M in contract revenue and specializes in contract compliance. She holds several industry certifications.
